Most States Lag Behind E2W Sales Targets: JMK Research

Despite State and Centre subsidies and favourable policies to speed up the adoption of electric two-wheelers in the country, almost all States fall behind in their targets, except Gujarat and Bihar.

All States across India have set up their individual E2W sales targets in terms of absolute numbers as well as percentages to be converted to electric vehicles by a specific target year. However, despite State and Centre subsidies and favourable policies to speed up the adoption of electric two-wheelers in the country, almost all States fall behind in their targets.

According to a report by JMK Research & Analytics through analysis of Vahan data, Kerala targeted two lakh E2Ws on the road by 2020 but has missed its target. Likewise, Chhattisgarh aimed to put 1.7 lakh E2W on its roads, but by July 2023, the number is only 27,127 units. Assam planned to bring ten lakh E2Ws on its roads by 2026. But by July 2023, the sales target had not even reached 5% of this target.

The States with appreciable numbers are Gujarat and Bihar. As Gujarat had aimed to put 1.1 lakh on its roads by 2025, the state already surpassed the target by July 2023, selling 1.2 lakh E2Ws, attributing electrics to 5.38% of the total two-wheeler sales. Bihar has achieved 81% of its sales target. It had placed a smaller target of 24,000 E2Ws by 2024 against its larger population number.

Rajasthan, too, has been showing notable progress by achieving 6.6% of the targeted 15% E2W penetration. Jharkhand lags behind considerably by touching 1.94% in July 2023 of its targeted 10% penetration by 2027.

States need to formulate new strategies to fast-track their E2W penetration and consider the long-term sustainability of sales numbers. The offered subsidies and support policies will end soon, and the sales momentum needs to continue for electric vehicles in the country.
