The Government of Haryana has joined the list of several other Indian States in unveiling its electric vehicle (EV) policy. Faridabad and Gurugram, under the policy, were chosen to be declared as the model Electric Mobility (EM) cities.
The EV policy offers various financial incentives to EV manufacturers applicable on fixed capital investment (FCI), net SGST, stamp duty, employment generation, etc., noted in an official statement.
On offer is 100% reimbursement of stamp duty and exemption in electricity duty for 20 years. Organisations in manufacturing EVs, components for EVs, EV battery, and charging infrastructure shall be incentivised with the capital subsidy by the State Government.
All new electric vehicle manufacturing units and electric battery units as defined under the policy will be exempted from paying electricity duty for the first ten years. Moreover, the rate per unit will be less for charging electric vehicles.
There will be a 100% exemption of road tax on transportation EVs purchased within Haryana State, applicable over the period of this policy. Further, in this context, the State will exempt SGST on purchase of EVs manufactured within the State.
The Government will also offer a 30% subsidy on the on-road price of EVs in the form of reimbursement directly to the buyer in the State on the purchase of EVs and the financer if they are hypothecated that are applicable over the period of this policy.
All the registered EVs will be exempted from paying State Toll tax. The buyers who intend to purchase E-Rickshaw/Carts within a period of six months from the date of issuance of the Electric Policy shall be issued a coupon of INR 25,000. The buyers who intend to purchase electric cars (below INR 10 lakh) within a period of six months from the date of issuance of the Electric Policy shall be issued a coupon of INR 75,000.
Uday Narang, Founder and Chairman, Omega Seiki Mobility, noted, “EVs are not the Future. They are the present! We’re really proud that the state of Haryana has come out with an EV policy. We think that this will help towards electrification of the State and improve in reducing emissions. The Haryana Government’s move to offer 100% rebate on motor vehicle tax on buying an EV 3-wheeler is a step in a positive direction. Besides, 50% exemption on State GST for OEMs will prove to be a solid support. Hope more states follow this.”
Meanwhile, Suman Mishra, CEO, Mahindra Electric Mobility said, 'We welcome this groundbreaking move by the Haryana Government to declare 2022 as the Year of EVs. What's encouraging is that there is a comprehensive EV policy backing this move. Slashing emissions from the road transport sector forms a pivotal part of India's efforts to de-carbonise its economy and a well-articulated, incentivised EV policy is crucial to creating a conducive environment for the adoption of EVs.”
